Chennai Sangamam is more like an exhibition of culture, food and festivals, conducted around various areas of Chennai . I think I saw this decoration from somewhere around the T.Nagar area (Pothy's?). Please read:

Lata yes you are right this is venkatanarayana road...(near pothys)...connects panagal park and mount road..
